Board Meeting Information

The Medina County Board of Developmental Disabilities is comprised of seven volunteer members who are appointed by the Medina County Commissioners or a Medina County Probate Judge. Board members have various professional backgrounds and include community leaders and family members of individuals with disabilities. Agency business, policy, budgets, and program planning are discussed during Board meetings.

Meetings are typically held on the fourth Monday of each month. The community is always welcome and encouraged to attend. Check our Calendar of Events for the dates and times of upcoming Board Meetings. Monthly Board meeting packets are available below for interested parties; or you may request a copy by contacting the Executive Administrator at 330-725-7751 ext. 226.

WAYNE CARROLL, president

Wayne CarrollWayne feels the most important perspective he brings to the Board is that of a parent of an adult with developmental and physical disabilities and chronic medical conditions. Wayne received a Bachelor of Science Degree in Education from Clarion University of Pennsylvania and a Master's of Education Degree in Counseling from Kent State University. He retired from the Cleveland Metropolitan School District where he was an elementary teacher and school counselor. Wayne currently works part time as a scheduling manager for the Cleveland Metropolitan School District's Office of Curriculum and Instruction.

Wayne previously served on the Medina County Board of Developmental Disabilities from 1997 to 2008. He also served on the Board of Directors for the Epilepsy Association of Northeast Ohio for 8 years.

DAVE HARTMAN, vice president

Wayne CarrollDave holds a Bachelor of Science Degree in Civil Engineering from the University of Akron and has worked as a Director of Business Development, President/CEO and District Engineer for various government agencies and private companies. After retiring in 2015, Mr. Hartman started a small technical consulting firm to assist in the marketing of Engineering and Architectural services to Ohio based clients. He previously served on the Medina County Board of Developmental Disabilities from 1998 to 2009. He has also served on the Board of Directors for Medina Creative Housing, Buckeye STEPS, the Medina County Federal Credit Union and the Ohio Society of Professional Engineers. 

As an MCBDD Board member, Dave strives to help individuals with developmental disabilities become all they can, and want to be, and is honored to work with a progressive county and agency that embraces continued growth of individuals with special needs.

Elaine OrlandiElaine brings a passion for serving her community to our board. Elaine has been a Medina County resident for 43 years, and has had a lengthy career in real estate. She was the first woman broker in Medina County and owned her own company. She also managed a multi-million dollar office for Realty One. She believes that “when you live in the community and work in the community, you should give back to the community.”

In addition to being a board member for MCBDD, Elaine has also been involved with the construction of cabins at Camp Paradise and numerous fundraising projects which support the needs of individuals with developmental disabilities in our county.

Sandra Thomas FainSandra has been involved with providing quality service to individuals with disabilities in our community for many years. Sandra has been a proud, dedicated board member since 1999. She is a graduate of A&T University in Greensboro, North Carolina and Stratford College in Danville, Virginia. Sandra has worked for the Social Security Administration for 39 years. She recently received a Commissioners Citation, the highest award available from the Commissioner of Social Security.

Sandra says the best thing about being a board member for MCBDD is getting to know the people we serve, the excellent staff and Administration, and the chance to see all the positive growth and changes over the years.

Al BelsoleSince 2003, Lisa has been an adjunct faculty member of the Psychology Department for Cuyahoga Community College, the University of Akron, and Lorain County Community College. She brings extensive experience working with students with all levels of need. She has a passion for helping people succeed in the academic environment. Prior to her work as an adjunct faculty member, she conducted research at Case Western Reserve University in the Psychiatry Department. Lisa has also volunteered with the Special Olympics.

Lisa is honored to be appointed as a board member for MCBDD. She looks forward to working with all the wonderful people that provide important, life changing services and support to so many individuals and their families.

Wayne CarrollSally has worked as a Montville Township Trustee since 2012, served on the Montville Township Board of Zoning Appeals from 2000 to 2012, and as its chairperson for seven years.  She has a B.S. in Public Administration, a B.A. in Psychology, a M.A. in Cognitive Psychology, and a Graduate Certificate in Gerontology.  She has completed the coursework for her Ph.D. in Cognitive Psychology and her many publications can be viewed in her resume online. Sally also owns and operates two businesses – one of which is A.I.D. Training, a company that specializes in Ohio Department of Developmental Disabilities approved training classes for employees of county boards and provider agencies throughout Ohio. She also is employed as an adjunct professor at Lorain County Community College. 

Sally is the mother of an adult daughter with developmental disabilities who lives independently in the community.

Sue Barnes Brown

Christy Mattey has been a resident of Medina for 24 years. She has spent the majority of her career in healthcare administration and management. She was the Practice Administrator for 15 years at Physicians in Family Practice in Oberlin, Ohio as well as the multi-state Director of Billing and Credentialing for Mobile Hyperbaric Centers. Currently, she is employed as a flight attendant with United Airlines where she also serves as an AFA representative in the Employee Assistance Program and for the Flight Attendant Drug and Alcohol Program.

Christy 's passion as an MCBDD Board member is to make sure she gives back to the community and helps to make sure quality services continue to be available for people with developmental disabilities in Medina County.
